1. Create a new document (I made mine 300×300), fill it with black and then type your text (white).
2. Go to Filter –> Distort –> Polar Coordinates and choose Polar to Rectangular.
3. Go to Filter –> Stylize –> Wind. Choose From the Right. Do it again. Then do it two times using From the Left.
4. Go to Image –> Rotate Canvas –> 90 CW) and apply the Wind filter again (two times From the Left and two time From the Right).
5. Rotate the canvas back and use Polar Coordinates again, only this time select Rectangular to Polar.
6. Go to Layer –> New Adjustment Layer –> Hue/Satuaration and use these settings.
7. Here it is. Pretty nice, huh? Enjoy!
